After defeating Vicar Amelia, head out of her area and descend the stairs, taking your immediate left path as you reach the bottom (taking out the two Frenzy inducing guys on the stairs). Follow this all the way along, taking out 2 Hunters (who do not respawn) and several other enemies along the way. Edit: Thanks to the commenters for confirming that you need the Tonsil Stone for this to work. The Tonsil Stone can be found about halfway through the Forbidden Woods near the dog cages. Right before that spot you'll see a house with an incense candle, speak to the person in the house and they will give you the Tonsil Stone.

I think you need an item before it works...but I am not sure if this item I am thinking of is used elsewhere

If that is the case I'm unaware of which item is needed, but would happily add to the solution if anyone can confirm. The steps listed above were exactly how I got it.
