As you complete the game you'll see more and more sticky notes. I can confirm with about 99% certainty that the Buy More Sticky Notes trophy is tied to: finishing all modes (not with an A rank) AND completing all miscellaneous trophies (i.e. trail blazer, you're a hero, etc.) During my testing these were the things I gained sticky notes for, and the trophy popped prior to obtaining all A ranks in my main playthrough.

Sticky notes are added to the home screen as you unlock achievements. I'm pretty sure they only have room for so many, and will most likely unlock after you hit 22-25 unlocks.
