This achievement is for beating each level of pizza delivery on Challenge Mode AND get an 'A' rank on each level (Once you finish the levels on story mode for the first time, it will unlock Challenge Mode as well as other modes).

Sorry, I forgot to update the solution. Not sure if it was a Live issue or a game issue, but it eventually popped when I went into the achievements hub on my Xbox menu and started viewing the in-game achievements there.
