This boss is literally Kale Demos from Legend of Zelda: Wind Waker. He only has two attacks.
First he will 'Charge' and be invincible for like 2 seconds, then he will hit the ground with his tentacles, creating a shockwave (1-5 hits each time). Simply jump over each waves, or jump then dash to skip two waves each time. After that, you can hit him 2 or 3 times before he restart his pattern.
For his second attack, he will go underground and make 2 skulls appear. Jump and slash 2-3 times (Depending if you found the better swords in the dungeon) to kill them.
Rinse and repeat until he his done !
