Juro is found in the Temple Gardens, near the Fire Shrine. You need to pay him 800 orbs to unlock the quest, which is simply to talk to him with the Worker's Tunic equipped. The Worker's Tunic is found inside the Steam House, in a chest behind one of the three boilers you need to activate when completing the dungeon.

For anyone else dumb like me, Juro is the big statue in the room near the fire shrine.
