The Necklace is found in the Abandoned Path (The second time you visit, after leaving the Temple of the Gods since you can't beat the Queen yet). Near the shortcut that opens to the Graveyard, there will be a tall building (There is a broken elevator nearby). You should find the Necklace on a high platform near the Fire Shrine.

This solution is outdated, for whatever reason an update in 2023 moved the necklace to be right next to the Uthas Temple entrance.
