The Family Picture is found in the Abandoned Path (The second time you visit, after leaving the Temple of the Gods since you can't beat the Queen yet). Near the shortcut that opens to the Graveyard, there will be a tall building. Use your double jump and dash to reach behind the building, where an elevator reside. Just next to it will be the picture. Bring it to Bremur, found in Stoneheart City tavern, at the top of the city.

You can actually get the picture without the double jump if you time your wall jump and dash correctly.
