The description in the sticker section isn't 100% clear for the Carver One-On-One. You have to be in the lead for it to count. From memory there is only one Shock power up, after the 2nd bend, on the right. If you fire it within a second or 2, 2 of the 3 shock zones will be trapped on the flyovers beside the track and it's much easier to avoid the last one.

As PatriotsMike111 said, You have to be in the lead. The easiest way is to nitro into the lead. As soon as your position changes to 1st, fire the shock power up and simply slow down/stop. You don't have to stay in the lead and you can use carver to absorb the shock spheres.

Keep gathering Shock Power-ups, shocking opponents counts for singleplayer and multiplayer. Each time a opponent drives through your Lightning dome, it counts as one shock.
Shock a car with more than 1 Shock
A opponent will have to drive into more then one of your shocks, each shock Power-up gives you three domes for opponents to hit. You will get this while going for the 250 shocks.
From a single Shock make every dome count
Your opponents must not be able to avoid the shocks and hit all 3 of the domes. This will come naturally as you are going for 250 shocks.
