How to unlock the Running On Fumes achievement in Bomber Crew - Definitive Guide
Alright, the best way to do this is after completing a low risk mission, on your way back to England, just fly over the air field at low altiude.
Then, open your bomb bay doors and lower your landing gear and use custom headings from your navigator to fly around the airfield and continue to go to the flight engineer station to monitor your fuel levels until your flight engineer starts to tell you that you are low on fuel.
When you land at the airfield, tank 2 or tank 1 should be completely empty and the other tank should be just below the redline. One you finish the mission, the achievement should pop up.

It is also good to note that if your fuel tank is punctured at the end of a mission, you can fly to the base and when you get close to it just get someone to send all fuel to the punctured side of the plane until it's in the red zone and then land. That how I did it at least.

If you want to speed it up, remember you can use LB to increase the rate of time passing as well. If you can't do custom headings, don't actually tag the runway, just fly back and forth using the orange nav point that spawns in the area when you fly too far from the base.
Also, using the Engineer's Boost ability will burn fuel at a faster rate.

An alternative solution that may arise through the course of your playthrough. If you have a leaking fuel tank from combat, do not repair it with your engineer, instead transfer fuel to the other tank. Once you get close to England, you can begin to pump fuel to your leaking tank, which will drain it very quickly. Maintain enough fuel to get back to the airstrip, but as you begin your final approach, transfer to under the red line of your intact tank, and once you touch the ground, drain any and all from to the leaking tank. You should be able to reduce your fuel to almost zero, unlocking the achievement.
Got out on a mission (it does not matter how long it is). After getting all the objectives, make your way back to base but don´t lower your landing gear and the pilot will keep making “failed approaches”. You can open your bombing doors to increase fuel consumption as well as use the “Boost” ability of the engineer. When the fuel is at its very end, just lower your landing gear.
To get better control you can transfer all fuel to one of the tanks to get it lower. You can also alternatively use the customs beacons (once your navigator has the upgrade) to circle around the airfield and use the lading gear lowered (to increase fuel consumption). If you have a damaged fuel tank that is leaking don´t repair it as you can also transfer fuel from the good one to the damaged on while you are on your very final approach and it will still count even if it leaks on the tarmac.

After any mission, circle over the airfield with the landing gear extended and accelerating to burn off fuel. The engineer shows how many minutes of fuel remain. When it is 0 minutes, you can approach for landing.
If you pump all the fuel into one tank, the last minute is exactly the middle of the red line.
