You buy the contents from the Barmaid in town when there is anything in it.
When you level up and choose between health or mana the other that wasn't chose will end up in the cauldron that can be bought later. Also, some rewards from defeating creatures/bosses will have a reward tossed into the cauldron to be retrieved later.
Beware that every time you buy the contents of the cauldron the price will go up. So at the beginning I would suggest waiting every 5 or so levels to buy it so you don't end up with paying astronomical amounts to get 1 extra mana later.
