Drevin - I have no idea. My buddy unlocked this right away but I've played for a few hours and haven't unlocked it yet. I don't think I've gotten to 10 in-game customizations yet. Hopefully it will pop then.

I found by playing the slot machines in sanctuary I picked up about 3 customisation in only about 6 go's
