I think I've got a better way if you want to do this solo, but you'll need a specific legendary to do it.
I recently acquired a Nuclear The Dictator (element doesn't matter), and I noticed it came with a bipod. That helps because weapon accuracy is what kills you here with this chievo. Then, I shot this beast. 5 projectiles across a relatively wide spread, but in a perfect horizontal line!
You know what this means? It means hitting more than one target at a time is what it means! It also means that you effectively only have to be accurate vertically.
Keep at it! It'll still take a few tries, but it'll happen.
My previous best using many different styles and setups was 13... once. My first try with this puppy was 14.

Me and my buddy used the infinity legendary pistol. No need to reload, just pull the trigger and spray bullets at your targets.

There are two difficulties/modes that you can select. I suggest picking Normal mode.

In this mode you need to be careful as if you hit claptrap it will fail.

This ach is a giant pain in the arse. I literally always get two of the close things that are impossible to swing back and forth before they disappear and then two rakks moving opposite directions too, good lord this is worse than a raid boss lol

I got a lot of trouble doing this achievement and i‘m Not „so bad“ in shooting games! But i found an easy way. I‘m playing as Moze. When you are in the shooting area, try to activate you Mech Using LB! Move your Charakter a little bit but try to stay in Front of the area until you have the Mech. After the transorfation i started the normal mode and fired with the Gatling gun and the Granate luncher!

Another easy way to do this, is with Mose (Gunner). If you level her up, deploy your two miniguns (the green skill tree) with the ability that your heat doesn't go up as fast (the first Action Skill Augment on the left) and start shooting!

I don't know how much it contributed to my success of getting the achievement to pop, but I changed the Field of View setting in the Visual Options menu to the maximum. This put the firing range more in the center of my screen in order to minimize how far I had to move my cross hairs. It still took me a good 8 to 10 tries to get all the targets. Not having to reload also helped a ton. If you stop to reload then you very likely didn't get the achievement. This would be much easier with another person. Just keep in mind that whoever hits the button to start the challenge is the one who gets the credit so be prepared to do it for each person needing the achievement.

Once you load into the Guts of Carnivora you want to run through the level and get to the boss at the end. Corrosive weapons are most effective against it so make sure you bring your best. To kill it, simply aim for the Red Critical spots on the head, arms and torso. Once it's dead go check the loot and if The Dictator didn't drop then simply quit to menu and reload your game. It will place you back at the entrance to the Agonizer Arena and you can rinse and repeat. I personally got mine while playing on Normal mode Mayhem 2, but you can play on whatever difficulty works for you.

I see all these guides for using specific weapons and co-op etc and those are all valid but seem time consuming and generally inconvenient especially if you're trying to knock this one out SOLO. The primary thing to note here on why this feels difficult is because there is no aim-assist when shooting the firing range targets. This can be done with almost any accurate weapon and the tactic to have in mind while shooting the targets should be strafing into your targets with the LEFT stick. This means only adjusting the RIGHT stick when placing the crosshair near the target then strafing into it to quickly shoot it. Theres not really much time to aim down sight so you're going to want a weapon that's accurate from the hip. Lastly, just retry over and over until you get good target RNG! & to make things much easier raise your FOV to as high as it can go! This will allow you to clearly see when the new target pops up so you can readjust your right stick as quickly as possible. I really hope this helps anyone struggling and let me know if theres any misunderstanding or questions.

I tried high capacity and multi shot type weapons without success, what worked first time using it is the "Itchy Gratifying Laser-Sploder" ... any weapon that shoots a continuous laser beam would do, hold the trigger down and just spray away!
So, for this rather annoying achievement, here's some suggestions.
First, basic mechanics:
-In this training mode ONLY direct impacting damage, such as bullets and melee (ie: splash damage will do nothing), will trigger a target, making some guns and most grenades plain ol' useless (This makes sense, as it blocks things like the Jericho, even if it's disappointing).
-You probably want to stick to the Normal Mode (15 targets in 20 seconds) instead of Challenge Mode (20 targets in 25 seconds, with additional Claptrap targets causing an auto-fail and additional Jack targets that auto-destroy all non-Claptrap targets currently active for you)
-You can do this challenge from anywhere around or inside the target arena, you don't have to stand behind the counter.
Solo: If you're going for this solo, probably get yourself a Dictator assault rifle. When doing this, keep it in the alternate firing mode, Bipod. This increases the bullet count from 3 to 7, and in a flat horizontal spread! It fires quite fast, making it so it's less about aiming in all directions and more about just up/down. Additionally, when in the Bipod mode, if you look down the scope it tightens the spread, making it easier to hit the further targets.
I got this suggestion from the guide posted by Recster on TrueAchievements, then finally unlocked it a few tries later!
Co-op: Well, I'd probably still suggest using Dictators, but the main thing is that you can divide the work between the players (only the person who pushes the start button will get the achievement, so be sure to take turns!). Mainly only good for the lower targets, due to the parabolic arc and slower travel speed).

Notes:
- The earliest you can attempt this, is after completing the mission "Sanctuary" and gaining access to all of Sanctuary III.
- The training dummy will disappear whilst Normal or Challenge are active so you don't have to worry about it getting in the way.

The Firing Range is marked on your map, by a Duck with a bullseye on it and is accessed via Marcus Munitions. To start the Firing Range, you have to press either or on the console to the left of the range itself but I strongly recommend going with Normal mode so you don't have to worry about all the modifiers that Challenge Mode brings with it.
Outside of the Circles of Slaughter, this is easily the hardest and most frustrating trophy in the entire game but you can make it a lot easier by doing the following:
1: Get yourself an Infinity Pistol (element doesn't matter).
2: Play in Co-Op with 2 or more people.
3: Stick to the Normal mode and avoid the Challenge version.
What makes this so frustrating is the fact that the Firing Range is buggy, plus each attempt is on a time limit and randomised with no fixed spawning pattern for any of the targets but playing in co-op will make life much easier because each player can take a different section to focus on.

Infinity Pistol from Vladof helped me in soloing. There is no need to reload, just have time to aim at the targets. A little more difficult only with the most distant targets. It takes a dozen attempts.
