If you have an imported character who has completed the mission and has the specs for the Lancer you can load up that save and do the same below method.
Once you have both specs to spawn head to any Catch A Ride station and spawn a Lancer, then press
to switch over to the second spawn slot and spawn a Racer and get in the driving seat. Now blast away at the Lancer and once destroyed the achievement is yours.Here's a video

The easiest way to unlock this trophy is to spawn a Lancer at a Catch-a-Ride and then hit
to then select a Racer. Get into the Racer and shoot the Lancer. Once it is destroyed, the trophy will unlock.
Scotty
You will gain access to a Racer from the Catch-A-Ride station after meeting Mad Moxxi for the first time. Your mission, 'Prison Break: Over the Wall' will require you to use a Racer to make a jump. With this Racer you will want to head to one of the highways, 'The Crimson Tollway' or 'The Ridgeway' that connects T-Bone Junction to the different regions of the DLC, and you will find Crimson Lancers driving around. You now will want to destroy one while in your Racer. Doing this on 'Playthrough 1' with a high level character will make it trivial, so for the sake of this achievement, that is recommended.
Terminator, and, Vuule, Archavia
After one of the story missions, you will have access to a Racer from the catch-a-ride posts. One of the easiest ways to get this is with a partner, in online co-op. One of you drives the racer (which is a lot faster than the Lancer) while the other one shoots the Lancer. The racer is really weak (a few shots and your toast) but it has a longer shooting range so just keep your distance while shooting, then both you and your partner will get the trophy!
