A little into the game in the beginning area 'Arid Badlands' you will do a mission to activate the Catch A Ride station for Scooter by killing Bone Head. Once activated you can use the stations all over the map to spawn a vehicle. Catch A Ride stations are denoted by steering wheel icons on your map.
Once in a vehicle simply drive over enemies to kill them by ramming, the beginning area is easiest as you can run over lots of skags.
