This achievement is for earning $1,000,000 overall, so you do not need to have $1,000,000 all at once. You can spend as much as you want.
There is a challenge called 'The Rich Get Richer' in your 'Challenge Log' which is found via the pause menu
and going to the 'Mission Log' menu and pressing 
on it.
I got this whilst working through the game to get Made in Fyrestone in Borderlands (JP) and Made in New Haven in Borderlands (JP) but you might get it later on.
Apparently the DLC weapons are worth crazy money which helps with this.
