The earliest place you'll get this is early on via the mission called 'Get The Flock Outta Here' which you receive from Shep Snaders. Hop in a vehicle from the catch a ride station and make sure its equipped with rockets. Drive to the mission area and let loose, try to wait for them to swarm together when they aim for you and then shoot them with the rockets.
