How to unlock the Who You Gonna Call? achievement in Borderlands The Pre-Sequel - Definitive Guide
EDIT: It is possible to do this with just one other person and adding two guests to the mission. As long as four "active" people are in the game.
Second EDIT: It has been confirmed that you can get this by having 4 player split-screen on your on console. Just get 4 controllers.
Step 1: Make sure you have 4 accounts connected to your Xbox;
Step 2: Add all of these accounts as friends on your main account;
Step 3: Sign in to all 4 accounts;
Step 4: Start up Borderlands: The Pre-Sequal with your main account;
Step 5: Select the "Invite friend..." option in the main menu;
Step 6: Wait for the invite to pop up on the invited account and then press the guide button to accept the received invite (I changed the colour of my main account to easily distinguish the sent invite from the received invite);
Step 7: Repeat steps 5 & 6 two more times to add the remaining accounts to the game;
Step 8: Select "Continue" and complete the Sub-Level 13 mission (both parts).
After completing Part 2 the achievement should unlock. At least it did for me.
This might even be possible with the four player setup on one console and only have one actual person doing the mission, but I have not verified this as I only have the three controllers.
Side note: we played the mission at level 50 on True Vault Hunter mode. Since I started new characters for the guest accounts, they leveled up to 16 just through the discovery of the location for the missions, the completion of the two missions and the few kills needed to complete the missions.
The idea is pretty simple: you just need to be with 4 "players". If you want to level up a real character, do not pick guest accounts as nothing what they do will be saved.
You can solo the entire mission (it is not anywhere super hard or impossible) as long as you are with 4 players.
Also: Going through the robot production facility is so much faster than through the suggested route.
Turn in the mission with your group of 4 and the achievement will pop. You do not need to be together in front of Pickles while you do it or anything.
And no. This does not work on Xbox360 as it does not support 4 screen players or adding guest accounts.

The quest can be taken from Pickle who is located in the area to the right of the fast travel station in Outlands Canyon. I don't remember exactly when you unlock the quest, but it's sometime near the end of the main story, second to last mission or something like that.
After picking up the quest, go to the fast travel station and fast travel to Titan Robot Production Plant and turn to the right and go through the map exit to your right to Titan Industrial Facility. This is just to save time. Anyway the quest is pretty straight forward and doesn't need further explaining.
Do this on normal mode for speed.
Or must you complete the mission from start to finish with 4 players at all times?
For the mission to count for all players you have to be there from the beginning.
You can load up 3 guest accounts and just complete the 2 missions by yourself.

The second Sub-Level 13 mission is obtained upon turning the first mission in. You will need to complete these two missions with three other players to unlock this achievement. Tip:
At the end of the second Sub-Level 13 mission you can choose who to turn the mission in to. If you turn it into the 'Fast Travel' in the area where you finish the mission you can keep the unique 'E-Gun' which is extremely good. If you turn it in to Pickle you get an average grenade mod, so i would turn it in to the fast travel for the E-Gun.
