How to unlock the Elementalist achievement in Borderlands: The Pre-Sequel - Definitive Guide
This can be done with more than one person shooting the dumpster, only the last person to shoot the dumpster gets the achievement, once the achievement is unlocked by someone you have to exit and reload the city for any additional person to get the achievement.

The Four seasons Grenade mod drops from Badass Kraggons and is a rare drop. I happened too get 2 lvl 54 drops within 5 minutes of each other. Good Luck Vault Hunters.
I'm not sure if an elemental enemy will already count as having 1/4 elements applied to them or not.
You can basically get this by finding an enemy with a ton of health, have all 4 of your weapons available contain the 4 elements this game has, and shoot the enemy until 4 elemental effects are applied.
I had read of a glitch that allowed you to shoot a dumpster in Concordia with all 4 weapons to earn this trophy. I tried it and it didn't work. So I imagine this got patched.
There is a Dahl dumpster in Concordia with danger signs on it, to the your left when you spawn in at the fast travel. Simply shoot this dumpster with all 4 elements and achievement unlocked.

There are multiple ways to unlock this achievement, but the end result is the same. You need to have all 4 status effects on a single enemy at one time.
You can try to do it the most simplistic way and have 1 of each weapon type equipped and try to ignite/freeze/corrode/electrocute them but you likely won't have enough time especially if you can't get one of the status effects to happen. It is theoretically possible to do it this way, but it's probably the most difficult.
Another way you can do this is to use Athena. In her Ceraunic Storm skill tree there is a skill that you can unlock called 'Smite'. Basically when you're airborne and shoot at an enemy a bolt of fire and lightning shoots down from the sky and this has a chance to ignite/electrocute the enemy. With this you can then equip a freeze weapon and jump then shoot an enemy trying to freeze them and hoping that Smite ignites/electrocutes them and then quickly switch to a corrosive weapon to try and corrode them while they're frozen/ignited/electrocuted.
You can also do it with a team. Have one person use a gun of each element and blast away on a tough enemy. I personally did this with a team using the stalker who eats the guy's key card in the "Science and Violence" story mission in R&D.
You can use Fragtrap's "Rainbow Coolant" skill (bottom of the far right tree). This will ignite, corrode, freeze, and shock an enemy with one button press.
You can also use barrels that do the various elemental effects as well as grenades, slam attacks and shield Nova explosions.

The simplest and most effective option, performed at any level.
01. The last skill in the middle branch of skills is being upgraded - “Revenge Cannon”, it fires incendiary ammunition when the shield is fully discharged. In this case, the shield must be completely recharged for the next session of operation of this gun.
02. Take a pomegranate, for example, with an acid effect. A grenade with constant damage in the affected area (Area-Of-Effect) can be useful.
03. The two remaining guns with the necessary effects are installed in the active weapon slots, in this particular case with the effects of electrification and freezing, preferably with low damage, but with a high level of manifestation of the corresponding effect (Elemental Effect Chance not lower than 10-15%).
04. There is a boss of at least the Badass class (so that he doesn’t die quickly from the damage), who discharges our shields. A grenade is thrown, then immediately fires from the “Revenge Cannon” and one of the selected weapons. All that remains is to quickly switch to the remaining cannon and unleash the remaining elemental effect on the boss.
PS I couldn’t have Wilhelm throw a grenade and then quickly switch between the remaining three guns with the corresponding effects, because by the time the last gun fires, the effect of the first used element ends. Most likely, Wilhelm is stupidly slow, although maybe I’m slow too.
Of course, instead of one of the weapons, you can also cryo-grill an exploding barrel with the desired effect, but this is pure randomness, someone will be lucky))
