You meet Leah 'the Hammer' at the start of level 4 of the Verona College dunj. You can then date her and will need to reach level 6 for this achievement. The list of dates/ locations are:
Level 1 - At the Verona Arena (skating rink), which is next to the Cutting Edge gym.
Level 2 - At Championne Athleisure, to the east of your apartment.
Level 3 - At the beach.
Level 4 - At the Verona Arena.
Level 5 - At Championne Athleisure.
