This achievement sounds like a lot but once you realize how little you have to do it isn't that bad. As this game is Xbox Play Anywhere, I would recommend doing this on PC if you can. Using the mouse makes it faster.
Go to Build, pick one of your slots, then hit create new. Once loaded in, you don't have to place anything. Just hit the blue save and exit button in the bottom left and then select OK. Once loaded out you can just click out of the box that appears that asks you to name and add additional details to the level, none are necessary. Now, just rinse and repeat 100 times.
Along the way you should unlock the following as well.
