First, you have to purchase the charged shot ability from the merchant stone. Once you have it, you can further upgrade it by buying more upgrades for it. I personally bought the fire charged shot and then I bought one upgrade for it, and easily got the achievement. However, I got this after replaying the level with my upgrades. You should be able to get this one if you're replaying the level to get Ranged Only (use only a bow), since the enemies are really weak.
