Account level is treated separately to the level of each legend as you play as them - for me this popped only a game or two before unlocking my first level 10 legend with only a few extra daily missions as other characters.
All games played (as any character) count towards this - I believe that wins and games in the ranked playlists count for more XP on your bar.
The daily mission (accessible from the corner menu) is a useful way to assist with this whilst also grinding towards the earning gold and legend progression achievements
