For this method you need at least 2 controllers (You + 1 guest). Pick Paco on both controllers and pick a map with a second level platform. Now move the guest Paco to the edge of the second level platform and jump above the and then use Up+Y (+) and your Paco will get pulled to your guest account now keep spamming this same move 9 more times and the achievement will pop. I found it easier if the guest account's character is in the animation where they are on one foot on the edge of the platform about to fall. This keeps the character that you keep tongue lashing from moving away from the edge and keeping you from hitting the ground.

If you are a visual person, I have attached the video of me getting the achievement, in the video you will see me miss it the first time because the guest account moved away from the edge.
