You need to collect 6 disabled Breathedge Electric Core, in order to collect them you have to craft EMP grenade and throw it to the cores to make them disabled temporarily. There are 6 near each other, near the ice dome, under the biomodule, in Chapter 2/3. Not far from the electical dome where there are 2. Having the Electrical Engineer suit helps get you closer but an EMP Grenade is required to collect them.
