You get it after using a dispenser to repair an airlock, you find the dispenser passing through the area with the giant rolls of tape, past the vacuum cleaner cycle, inside an engineering ship that's crashed into a service module. The airlock is underneath the module.

Receive automatically according to the story when you assemble the gateway at the emergency entrance to the communication point. To assemble it, you will first need to get to the communication point, study the dispenser drawing there, and also scan the broken airlock at the emergency entrance. Then return to the workbench and assemble the dispenser and building module there. I also recommend taking a probe and a whole crowbar to the contact point. The first one will be required from opening the door to the main airlock, the second one for the Destructor trophy.
