This is cumulative across all maps. Points are based on how under budget you are as well as what vehicles are crossing, i.e. trucks will earn you more than cars. This will unlock naturally as you are progressing through the main islands as you will have more than 1,000,000 by the end of island five.

this is buggy. I had a bunch of chevos that were not unlocking. They have eventually started to unlock yesterday, but I was already over 1000000, and it unlocked that one but not the 500000.
