The descriptions are a bit off. You need 15 bridges and docks. So put those sliders to maximum, put land height to 3, no underwater land or sand, maximum grid size. Make sure you enable the option to randomise the seed every time you generate an island.
It will still take a few tries to get enough bridges and docks, but it will unlock eventually.
For those wondering where you can generate islands: You have to finish all the quests to get that option. If you don't get a new quest after completing one, quit to main menu and hit Play again. I had to do this after every quest from the fifth or so onwards.
