Other guide is fine, but seeing it done helped me. I copied this video (not my video, obviously.) doing it on the first level on that very same dude. Restart level till you get Timebro (He has the time icons in his special ability), get to that area in the middle where you have 1 guy to deal with, activate time ability with left trigger , then spam Y button like crazy and you'll eventually get it. You do have to move around just a little and after 2nd try I nailed it.
Only other notes, I did this in arcade mode, and if you know the icon for the bro in lower left you can restart level a lot faster than is done in the video.

I tried a bunch of different times in other areas and it was so annoying. The worst was dying before I could attack anyone with ability. This was my last achievement to unlock, such an enjoyable game, but glad to be done w/ it an move on.

Timebro has a red stopwatch icon as his special. When you activate the special the screen turns grey as the time is slowed down. I used the special on the dogs in the earlier levels.
just keep kicking the dog in midair, you can keep running on the ground. it can also help to kick the enemy down a hole, jump down and then try to keep them in the air by kicking them.
