I would personally recommend using the character Lucky as he has 100% luck, which may help a lot for a higher chance of getting 2 bait in a run.

@uhexu what? This achievement unlocks the fisherman. You cant use the fisherman for this achievement.

Use the character called fisherman, guaranteed bait on each shop reroll and always has the price set as one. At wave 4 i already had 8 baits.

For this achievement, there is literally an item called Bait that you need to buy two of during a single run. This is obviously entirely down to RNG, and it's a relatively rare item. To help, boost your luck. To my knowledge, Bait is always a blue item, so Luck will help it show up more often. If you end up with a run with Bait early on, make it a priority to get this achievement that run, since it'd be hard to purposely go for. Bait is a good item though, so it's worth getting anyway.
