The item chameleon is a great way to reach 60 dodge as it gives +3% as well as an extra +20% dodge while standing still which totals to +23%. These were the items I used to unlock this:
Adrenaline (+5 dodge)
Blindfold (+5% dodge)
Chameleon (+3% dodge, +20% dodge while standing still)
Clover (+6% dodge)
Peaceful bee (+4% dodge)
Gambling token (+8% dodge)
Edit: the character Brawler starts with +15% dodge so for that extra boost you may want to start with that character as it’s one of the default characters you can choose right at the start of the game. The item leather vest also grants an extra +6% as well

Great Guide, Thank You. The only thing I'd add is the "Ghost" character starts with 30% Dodge. (But, I'm not sure if the "Ghost" character is unlocked after this achievement or not).
