Did this with Jack as he gets +200% materials from enemies, pick the Laser Gun as your starting weapon and don't spend any money for the first three or four waves so you're able to accumulate enough to roll ten times.
I got this at Wave 5 with around 200 materials but you could probably get it earlier, I was just being safe

As the description says, you need to reroll ten times in a single visit to the shop. While this can be done with any character by simply saving up enough resources, I found this was best done with Curious because rerolls are so cheap with this character. I only needed to spend around 100-150 resources to reroll ten times. Obviously it's best to do this early, rather than toward the end of a run after you've rerolled a bunch of times already and they start getting more expensive.
