Are you using the x button to fire. That's what worked for me as right trigger wouldn't work for me

I couldn't do it fast enough with my fingers so I used a spoon over the X button. Just rub it back and forth and you can spam shooting much faster.

You have to Spam

to shoot fast. If you Button Mash fast enough you will unlock this achievement. (Must be done with DEFAULT PISTOL)

For anyone having issues with this such as i did.
Start level one ,City, and press RT as fast as possible reload and try again.
If the achievement does not unlock Then press LT where it looks like the gun goes behind your back and repeat. Smash RT AS FAST as possible reload and do it again. LT seems to switch your gun and is barely noticeable but ,after a hour of trying, hitting LT and trying worked
