You can take this quest from the Ant Kingdom quest board after beating Chapter 3.

Talk to Jaune in the Bee Kingdom Hive. Talk to Dashy on the west side of Golden Settlement. Talk to Genow in Defiant Root's market. Talk to Ann in the Ant Kingdom City's plaza. Talk to the Toy Seller on Metal Island to get the Eastern Doll. Give Ann the Eastern Doll to get the Ant Doll. Give Genow the Ant Doll to get the Root Cloth. Give Dashy the Root Cloth to get the Red Paint. Talk to Jaune. After exiting her room, re-enter.

It costs 300 berries get to Metal Island, UNLESS you progress the story far enough, then it's free.
