This one is simple. Just register a local rank leaderboard score with each of the three characters in characters.
Technically, you don't have to play, because it's a 2 minute game, and you only need to get 100,000 points to get top of the leaderboard, and you can get that in two seconds at the start of the game by firing. Anyway, as soon as you register the third score, this achievement will pop.

Does anyone remember how to unlock this mode or how to unlock the 4th ship? I just did this on NTSC but dont remember and cant find the info that told me how. Now I am on the JP version and Caravan mode does not even show up yet and there are caravan cheeves.

After selecting Game Start hit left or right on the D-pad or joystick and you will be able to select Caravan Mode, Bancho Mode, Version B mode or any other modes in the game.
