These decorator achievements do not seem to count the seasonal (currently(?) autumn) shop tab.
In achieving this one, I had placed well over 10 autumn decorations and only got it when placing a swingset. In the 50 decorations one, I placed 1 picnic blanket (autumn), 8 farms, 30 paths, and was placing flowers - it popped on the 12 flower, suggesting the blanket didn't count.
