How to unlock the Speed King achievement in Burnout Paradise Remastered - Definitive Guide
To enter into the Road Rule mode you need to press , the road sign at the top should change from a green background to a RED one.
You have to beat OFFLINE time.
When a time is bet, the road sign is silver.
You don't need to set times on Big Surf Island

Must add that my achievement didn't unlock! But when I set a time on big surf island it popped, hope this helps anyone else that it doesn't unlock!

I advise using a STUNT car with good speed for these.
If you happen to crash at the end of a street, it's okay and will still count your time as long as your car tumbles past the end of the road
I made a video of me completing these along with TIMESTAMPS so if your are stuck you can watch the video for extra help

Yes, you do need to use OFFLINE Times. To keep a track of the roads apart from using the Up on the d-pad, you can also use your map by pressing the back button and setting the filter to Time Road Rules. Whenever the street name is Silver, it means you've got a time road rule set on it.
As for the best car, I used the GT Concept Nighthawk. (Legendary Car). It got me the Times going easily. And I also set the game time of day to midnight, the traffic is reduced drastically.
I'd Recommend doing the Mountain roads first, then going to the coast and then Tackle I-88 Last.

To do this you may want to use a faster car I used one of the carbon cars awarded for completing all of the smashes and finding all of the billboards. You can hit and change the signs to best offline time then race down each street. This may take a little while and some of the streets have very short times to beat, but with a little practice you should be able to complete this in no time.
