To earn this you must:
Complete ALL Events (120) Including all Burring Routes.
Find ALL:
Junkyards (5)
Paint Shops (5)
Auto Repair Shops (11)
Gas Stations (14)
Car Parks (11)
Get All Smashes (400)
Land All Super Jumps (50)
Break All Billboards (120)
Rule EVERY Road in both Time and ShowTime.
None of these item counts apply Big Surf Island's items. Those are separate.
Showtime and Time will show the street's name in Gold if you got the Record on both in Freeroam. Otherwise it will show Silver if you got the current mode's record. And Red if you do not have the record for that mode. Green, means you are not in Road Rules mode.
Check your Discovery Results in the game to know what collectable is missing and where.
Online mode is NOT required for this. If you wanted to get 101% or 102% completion, then you would need to complete Freeburn Challenges Online and complete two sections (2 Players, 3 Players, ect.) of Freeburn Online Challenges. If you want 102% completion, then you need to beat ALL Freeburn Online challenges.
Again, Online is NOT required for this achievement. There is no Achievement for 101%/102% completion.
Upon Completion of this achievement, you will get a Platinum Paint finish option for all non-DLC vehicles.

Since wins seem to reset after upgrading your license, does the full 120 events need to be done after getting the elite license?

I would suggest aiming to get Road Rules, Smashes, Super jumps, Showtimes and Billboards BEFORE you get your Burnout License. That way it makes it easier.

If you have gone for all the other achievements for collecting billboards, won every single event, smashed through all gates, and beat every road rule once you complete your elite license, this achievement will follow. This is one of the more time consuming achievements, but it will come with natural progression through the game if you are after all of the achievements.
