Very easy achievement here, all you have to do is just win two events (doesnt matter which ones), and the achievement plus the D Class License is yours.

At the beginning of the game you start with the Leaner's Permit driving licence, in order to earn your D class licence you need to win 2 events, which can be a combination of any of the 5 event types (Burning Route, Road Rage, Race, Stunt Run and Marked Man)
