There is talk around the internet of people having trouble unlocking this achievement even after they've done everything, found everything and achieved the 100% completion.
I know because I was one of those sorry few.
Don't fret though. Should you find yourself in this situation just go finish another event like a race or a roadrule and the achievement should pop up fine.

I am at 101%, have done everything, and by rights I feel this achievement should have unlocked. I have won numerous races for the sake of winning them after I have met the requirements but this is still not having any effect on this achievement. Other than starting all over again I dont know what to do with this now.

100% can confirm this solution to the glitch. Worked for me as I did not unlock the achievement st 101%. I went to Big Surf and completed a road rule which then unlocked the achievement.

-Smash gates

-Shutdown all the cars
= 100% game completion is needed.
Time Savers Pack will not help towards 100% you will still need to shut down all the cars. Even though you've finished racing them with the pack download. This pack is a fraud IMHO.

This is not a solution as much as it is a helpful hint. If you have the Big Surf Island DLC and have access to the dust storm you can do the burning route for that vehicle which rewards you the dust storm super turbo which is an amazing vehicle.
The stats aren't that impressive but it responds amazingly and it's somewhat fast and sturdy. When you compete in races with this vehicle the game pits you against other dust storms which I found gave me an advantage.
I used this vehicle on the races and stunts runs on the Elite License and this vehicle was the only reason I was able to complete this game. Once again this is not a solution but a helpful hint. Hopefully this helps other games.

If you have gone for all the other achievements for collecting billboards, won every single event, smashed through all gates, and beat every road rule once you complete your elite license, this achievement will follow. This is one of the more time consuming achievements, but it will come with natural progression through the game if you are after all of the achievements.
