How to unlock the Firestarter achievement in Burnout Paradise - Definitive Guide
While in freeburn (multiplayer free-roam), if you Takedown another player's car or or receive a Takedown from another player, it will spark a 'rivalry' between you. It will also get you a number of mugshots toward the Hotshots in Burnout Paradise achievement if the players you are taking down have a camera.
A Takedown simply requires you to total someone's car, by hitting it with enough force to total it upon impact or by forcing it into a wall. Grinding it along a barrier/wall for long enough or landing on it from a height also count as Takedowns.
I have seen it mentioned in other guides for some reason, but you should not require a vision camera for this at all.
Keep playing and you will get this one before long, assuming you don't get it during normal play.

I don't know why, but it seems that you can't get any new rivals if you are in the middle of a challenge.

Yeah, that's normal. The rival system is inactive during challenges and possibly races too. I don't still own the game though, so I can't confirm.

A short add:
For the Rival to count towards your total you have to quit out (Leave game). If you get kicked (Kicked, connection problems, host leave) it wont count towards your total.
But you can get your last Rival in a game and get kicked. Cause you will get the achievement right after you have taken the last person down.

when playing online, you have to take down 50 different players, then let them take you down. or you could get taken down by 50 different players and then take them down afterwards

Just to add to this, There is probably a stat in the game as well but, criterion has a stats page online where you can view how many rivals you have, to see how close you really are.

To make an online rival you need to crash into another player which will start a rivalry with them. Sometimes this doesn't always set off a rival with another player so it takes a few goes, but you have to do this with 50 different players. Just keep crashing into players until it unlocks, you can keep track of your progress from the start menu.
