After you win your C Class License, you must complete 15 more events to unlock your B Class License and this Achievement.

Once you have earned your C class licence you will need to win 15 more events to earn your B class licence, which can be a combination of any of the 5 event types (Burning Route, Road Rage, Race, Stunt Run and Marked Man)
