The final mission in Angel Shores tasks you with bringing every single bus stop from every single district up to Level 5. This mission will be the culmination of every thing you have learned while doing all other missions, as the game acts like one giant tutorial to prepare you for this behemoth of a task.
Knowing that, the first thing to keep in mind while doing all other missions is to play the game while making sure you try your best to level up a vast majority of stops instead of always using specific “hubs” to make your life easier. It’s better to have 5 bus stops in a district at Level 2 than just using a single one as a hub and bringing that one to Level 5. The key to making the final mission seem less tedious is the preparations you took to level up the most you could before getting there.
Now, here is the absolute best advice I can give you regarding bus stop levelling.
The game does not tell you this information, but the type of bus you use is an ENORMOUS factor in how quickly you level up a stop. I played pretty much the entire game using the bus I found the easiest to maneuver, the Grande West. This was a big big mistake on my part.
What you will want to do to make this achievement go as fast as you can, is use a BENDY BUS.
My personal advice would be to use the BYD Extended Bus, as the fact it is electric makes this a very fast bus and feels less sluggish than other options of bendy buses available, but the choice is ultimately up to you.
The best way to look at it would be using the numbers that the bus fulfills, so a bus with a fulfillment rate of 4 would skyrocket your bus stop levels, almost going at about one full level per stop.
When doing that final mission, don't bother trying to make the route balanced, as that does not affect the way your bus levels, simply make a route that goes through every single bus stop that is not yet Level 5, and the moment you reach the desired level at a stop, go edit your route and remove that stop from the route.

They have a problem with the latest update the game marks 24 neighborhoods while who has only 21 so the goals where we need all the neighborhoods are more achievable to me. The only way is to uninstall the game is to reinstall it offline with the disc to remove the update.

The problem is aparament solved I warned the developers is an update has aparament fixed the problem.

I don't have a full guide for what you need for each mission, but the final mission requires each bus stop to be at level five. Keep this in mind while you're going through your missions to prevent having to grind too many stops.
