The easiest way to get the power:
Use your bus, which you choose at the beginning, as long as possible. If you have 2 buses of the same brand, color it so that you recognize it. It takes a while until the performance pops.

There is an easier way to obtain this AFK.
Step 1:
Get a rubber band and attach it to the controller with the joystick.
Step 2:
Go to the test area of a bus store and spin your circles there. This is the most suitable place as it offers enough space.
Step 3:
At a speed of 20 km/h (approx. 13 mph), the power is displayed after approx. 4 1/2 minutes.
Note
If you are playing the game for the first time, you can complete the circles when you can select your first bus. The method is the same as described above.

Just get it today. You DON'T need to use a single bus and you DON'T need to be on a route.
You can change your stats to km/h in the options. When you press
to see the map press 
to switch to your stats. Here you can see how many km you have driven so far.
For me the archivment popt exactly at 1.000km distance. I used many buses for missions and two buses very often for everything else. All buses count!
To farm km I used the highway and the rubber band solution to drive in circles at a big truckyard near the painter in Coyote Bush.
