Unbelievable

Okay I figured it out, I had to delete both the game and my save data as well as remove the permissions from my account. Then I redownload the game and started a new game and the achievement unlocked when I beat level 16. So try doing this if you're having this problem.

I uninstalled my game, and deleted my saves then I reloaded the game then I did mission then it unlocked. didn't do anything with my permissions.

Thanks. Worked after deleting game and save everywhere. Need to start new game to get to level 16.

16 and 17 glitched for me

The game was updated a few times, and just now, I found a vastly easier solution.

Simply go to a level on the level select, and once it has loaded, pause the game. Achievement unlocked! Repeat on all remaining levels to earn your completion.

I can confirm that Pawncrackers solution still works as of Feb 19, 2023. Got stuck on level 19 so I paused to find a solution and just by pausing the game the achievement unlocked. So I came here to see if was a glitch.
