They aren't story based, it is dependent on your score. I unlocked mine a couple levels before the ones you stated. It can be easy to do if you use both the over under and side by side double barrels on the deer arcade missions since when you switch weapons it auto reloads. This way you can get EVERY single deer in the arcade mission for around 10,000-15,000 points ( whereas the gold for the missions are about 2,500) This will allow you to unlock the weapons and perks faster since they are point related.
