How to unlock the The voice beyond the grave achievement in Call of Cthulhu - Definitive Guide
This is unlocked during your first conversational encounter In chapter 14. Provided, Edward's sanity is very low (psychotic), it is story related and cannot be missed. You may choose any responses for this achievement, but exhaust all the R'lyehian responses if you are working towards this achievement:
If Edward's sanity is too high, the conversation required for the achievement may not be triggered. However, since The Fluent in R’lyehian achievement requires low sanity, you will at least unlock it during the playthrough when you work on this achievement and the endings that require psychotic sanity.

A comment suggests it is a bug in unlocking the achievement. However, upon going back to my game, I think it might not unlock if Edward's sanity is not low enough. In my playthroughs, Edward's sanity was always low at the end. This is required for The Fluent in R’lyehian achievement and some of the endings. I think, in your first playthrough, Edward's sanity was higher than in my playthroughs & that's why you didn't get the dialog.
I am editing the solution accordingly. Again, thanks for pointing this out.

It is missable. I didn't get it on my first playthrough. After the cut scene there was no conversation for me.

In Chapter 14, you’ll be in some caves and will eventually be talking to Marie. This is when the trophy will pop.
