In order to obtain this achievement simply find and secure more than half (23) of the enemy intel in the campaign. Collected intel is saved immediately after it is picked up. You can see how much intel you have collected from each mission under Campaign > Mission Select.

There are 15 missions & 3 pieces of intel per mission therefore 45 pieces of intel in total.

05 - Atlas 2/3 - Demountable near checkpoint after exiting Irons' car

08 - Traffic 2/3 - Recreational Center on the left near a green vending machine
09 - Traffic 3/3 - Left corner behind crates in the market before climbing the wall
10 - Fission 1/3 - Glass room to your right after going down the elevator shaft
11 - Fission 2/3 - Turbine room (where it's super loud) right side on some crates
12 - Fission 3/3 - Right side catwalk during evacuation after going through blast door
13 - Aftermath 1/3 - On a metal cage to your left after killing the first enemy
14 - Aftermath 2/3 - In a demountable to your left before the Detroit Hawks Bar
15 - Aftermath 3/3 - In the hospital upstairs to the left of the reception in a room
16 - Manhunt 1/3 - On a bench on your right before using the drone
17 - Manhunt 2/3 - Upstairs in a bedroom with an ammo drop before farmers market
18 - Manhunt 3/3 - Jewellery store to your left after Torres is shot
19 - Utopia 1/3 - On a reception desk as soon as you spawn in turn around
20 - Utopia 2/3 - In an internet cafe on the left of the alleyway during the escape
21 - Utopia 3/3 - On a rooftop landing behind a glass pane after dodging containers
22 - Sentinel 1/3 - In the security room on a desk after planting an EMP
23 - Sentinel 2/3 - In Irons' study near the bookshelf and gun collection
24 - Sentinel 3/3 - After rolling out from under the car forward and left a little
25 - Crash 1/3 - As soon as you spawn on the ground forward between some crates
26 - Crash 2/3 - After you go through a tunnel on a snowy ledge on the right
27 - Crash 3/3 - Before you pick up the Stinger on the left behind the plane wreckage
28 - Bio-Lab 1/3 - As soon as you spawn in the shack in front of you
29 - Bio-Lab 2/3 - After Main Compound Synthesis hallway to the right in a blue room
30 - Bio-Lab 3/3 - After hacking open the door in the red room on your right
31 - Collapse 1/3 - As soon as you spawn on foot in a black mini van mid-road
32 - Collapse 2/3 - Behind a digital orange and black roadsign on the right

If you are sure you have reached the necessary goals for an achievement but it has not unlocked simply continue to play the game online (multiplayer is advised as this requires a constant online connection) and wait until the achievement pops. From personal experience achievements may pop 4 DAYS LATE however this 'keep playing online until they pop' solution may take less or more time for you.
