The achievement is not currently implemented properly, so the description is inaccurate. I was able to get the achievement by spamming four snowballs at the same bell four times in a row. Not even intentionally, I just got bored and spammed snowballs at the bell and the achievement came out of nowhere. Not sure if this will be patched, but personally, I highly doubt it will.
I threw my snowballs at the G bell, which is directly above your head as you spawn.
Works as of 4/16/23 comment below with updates and dates if it does or does not work for you so I can know to edit or remove the solution.
(with the next Treyarch COD on its way in a few days as of the writing of this edit, I think we can safely say this achievement is permanently busted in a good way. woop woop)

I can confirm that this indeed does work. Just tried it and got the achievement. But as you said, it's either implemented incorrectly or they might patch it.

There's piles of snowballs all around the map. The 4 bells are located in the Docks area, where you spawn. And since there's also snowballs to pick up here, you can do this trophy on round 1.
Some bells might be a little hidden at first glance: there's one in a corner behind the shack and one on a crashed little boat. There's also a bell in the middle of the area, and on the left of the ledge with two zombie spawn barricades.
It's probably easier to see visually where the bells are placed though. Here is a 30 second guide of me getting the trophy:

In spawn are four bells as mentioned in the Totem achievement. One is on a pole next to the Power, one is on the right corner of the Boathouse, one is next to the little ramp you start on and the last one is outside the map to the left of the Strife. This is a little tricky but the good news is you can do this on round 1 and endlessly pick up snowballs. I recommend going from either the Boathouse to the one outside the map or vice versa, keep trying and you’ll eventually pull it off. If you want to, set Stamin-up as your Brew perk and grab that before you start trying, though it’s by no means required.
