This achievement is actually really easy to obtain. You have to re-pack-a-punch a weapon until it gets the Brain Rotter special ammo type. This ammo type works a lot like the old ammo type Turned did, by making the zombies attack each other. Shoot it at tigers and make them attack each other. When one dies you get it.
To unlock Pack A Punch, you must go to a gods temple (The area where perks are found) and activate the gong on the top floor of each one. Doing this will spawn that gods champion into the game. When you kill them, it will drop a head for you to pick up. Collect all four and make your way to The Temple (bottom area) and place each head on the spikes found by the pillar in the middle. Once all 4 are in place the Pack a punch machine will appear.
The first time it costs 5000 points to use. After this it's 2500 each time to obtain/change the ammo type. Keep using it until you get the Brain Rotter ammo type. Then simply find some tigers and shoot them until that attack each other.
Doing the first 3 banner challenges will get you a PaP gun, so you only need the 2500 and hope for brain rot.

Just refused to give me the right ammo. So god damn frustrating

The absolute easiest way to do this is to start a solo zombies game on IX:
- First cut down a banner flag in the arena at the beginning
- Complete the first 3 challenges to get the Z-Harmony PaP Pistol as a gift from the Gods in the Challenge Podium.
- Visit all 4 towers, ring all 4 gongs, kill all 4 challengers, and feed their heads to the PaP Altar in the Temple area to open the Pack-A-Punch.
- Pack a Punch the Z-Harmony until it receives the Brain Rot ammo type down in the bottom right. There are 4 ammo types and there is some luck required. You should be able to PaP the gun at least 3+ times before round 9. If you don't have enough money to get one before Round 9, restart the process. The reason we use the Z-Harmony is because it will cost only $2,500 to PaP and get an ammo type instead of $7,500 ($5,000 + $2,500) for a normal weapon. You will have more chances at the ammo type we need for less money.
- With a PaP Z-Harmony that has the Brain Rot ammo type, begin Round 9 upstairs in the arena area if possible. Tigers will begin spawning from the cages, and shooting them can cause them to convert to a friendly tiger. Be careful that you dont kill them accidentally with a headshot, and the brain rot isn't guaranteed, it's still a random roll. Only tigers spawn in this round, so if you brain rot one, they will attack another tiger, killing them and gaining the achievement.

For this I recommend that you try and complete your first three challenges. You can get these by knifing one of the flags in the spawn area.
From what I've played so far they have been the following for me, and the order of them will change from game to game.
Knife kill 13 zombies,
Get 6 equipment kills,
Get 10 Kills with your special weapon,
Get 5 headshot kills in a row,
Slide under the Blade Trap without taking damage.
Once you get the Packa Punched Strife from the third challenge you will want to start opening up the map and go to the four Alter Rooms and press on the Gongs to spawn the champions.
The Rooms are as follows....
Ra Altar Room
Danu Altar Room
Odin Altar Room
Zeus Altar Room
Also pay attention to the top left of your screen as it will tell you which area you are in.

This one can be quite annoying as there is some RNG involved. To Brain Rot enemies, you need to have a double (or more) packed gun with the Brain Rot effect, there are four you can get so you may need to repack a few times until you get it. Once you have it, you need to have at least two tigers in play at once. Once you have two, it's now a matter of turning one of them with the Brain Rot ability, however it is random when this happens and you may kill them before they ever turn so this may take several pairs of tigers to finally get. Thankfully, once you do turn a tiger, they are fairly powerful and last a little while so they should take out the other tiger before it dies.
