You have to get all 8 specialist weapons in zombies to level 3.
There are 4 weapons on the chaos side, 4 on the aether side. There’s no in game tracker so you have to remember which ones you got to level 3.
Getting them to level 3 is easy. It takes about 6-7 uses of each weapon, I was averaging 15 rounds per specialist weapon. There is a number next to the weapon in the bottom right corner, that’s how you can tell what level it is at. Your best bet is to wait until you have a full horde before using your specialist. Fastest mode to do this in is rush, but not necessary.
If only aiming for this achievement, it will probably take 4 hours.
You don’t need to use the weapon after it turns level 3, so you can quit out afterwards if you’d like
As dizzy mentioned in the comments, you could use the supercharged crystal talisman and it will still count

i still havent unlocked this yet does it have to be in public lobbies or on at least normal difficulty?

There's also an Epic Talisman called Supercharged Crystal which automatically starts you off in a game with a level 3 special weapon. I used this talisman on 3 different specialist weapons and can confirm this does work towards the achievement.

Special Weapons are chosen in your class. These are powerful weapons that require charging and level up over the course of a game with with kills. 4 are available in the Aether Story (Blood of the Dead, plus the Classified, Alpha Omega and Tag der Toten DLCs) and 4 in the Chaos Story (the other maps). The quickest way to level up the weapons is to use it once a good number of zombies have spawned at the start of a round to maximise zombie kills, this way it shouldn't take too long to fully level up. Once the weapon hits level 3, you can leave the game and switch to another one. If you die before hitting level 3, you'll have to start over the next game as levelling Special Weapons are on a per-game basis.
